Rule 310 (PM-10) Dust Control Training
Maricopa and Pinal Counties, Arizona have been designated a “Serious” non attainment area because they do not meet the Federal air quality standards for particulate matter (PM-10). Particulate matter is a mixture of dirt, soil dust, pollens, molds, ashes, soot and aerosols that remain suspended in the air that we breathe. Coarse particulate matter, under 10 microns in diameter (PM-10), is sometimes caused by construction and earthmoving operations, vehicles moving on paved and unpaved roads, and agricultural activities. Maricopa County passed new and more stringent Air Pollution Control Regulation Rule 310, which requires control of dust generated by any ground-disturbing activity for projects of 0.1 acre or more in size. The County requires site personnel to have Basic training for projects 1 to 5 acres in size and Comprehensive training for projects of 5 acres or more. All water truck operators are required to have Basic training.
Huston Environmental Services is one of a few consultants approved by Maricopa County Air Quality Department to provide Basic and Comprehensive classes for Dust Control certification. Huston Environmental Services has certified more than 300 persons in Maricopa County. Trainees have included some of our largest national clients including Arizona Public Service (APS), El Paso Natural Gas and Allied Waste. Huston Environmental Services holds classes in a comfortable training/conference center and at on-site facilities.
Dust Control training provides an increased awareness and education to assist in developing and implementing a dust control plan. Huston Environmental Services' classes are focused on providing the participants the tools to manage dust while minimizing the loss of time and money that can result from non-compliance. Dust control is a rapidly changing issue that requires ongoing attention. To help clients focus on their business, Huston Environmental Services has developed useful resources for complying with the County's Air Quality standards. Participants learn enforcement rules, penalty policies dust permit application process, dust control test methods, monitoring and recordkeeping requirements, subcontractor registration, and the violation resolution process.
